15/11/2018 The Ombudsman (e.f.), Francisco Fernández Marugán, has initiated an ex officio action with the General Commissariat of Aliens and Borders to know the measures planned to end the long waits and conditions that foreign citizens who want to start the procedures to apply for international protection in Madrid have to endure.
Until last May 28, these people could request the appointment by telephone (by calling 060). However, the Ministry of the Interior modified the procedure and centralized the process in the headquarters of the Provincial Brigade of Foreigners and Borders of Madrid (Aluche Police Station), which only attends 99 people a day.
Complaints about difficulties in obtaining prior appointments for the different immigration procedures in the Autonomous Community of Madrid are very frequent at the Ombudsman’s office. In the Ombudsman’s opinion, the delegation of functions by the Asylum and Refuge Office (OAR) to the National Police for the management of international protection appointments aggravates the situation already suffered by foreign citizens due to the lack of effective management of the immigration appointment system.
